    Even though the Pop Up Subscribe form is disabled, you have one set as your Default Pop Up Subscribe form. When you have a Pop Up Subscribe form set as default, the Spotlight Effect is removed from Spotlight Subscribe. This ensures the screen is not too busy when an active Pop Up Subscribe form is deployed; both a pop up and the Spotlight Effect would occur close together upon scroll and could negatively impact user experience.

    Setting your Default Pop Up Subscribe form to “none” should resolve this.
